PARAMETA Issues National AI Strategy Committee Appointment Letters as Blockchain Certificates via broof

November 14, 2025 — Web3 Enabler PARAMETA (formerly ICONLOOP, CEO JH Kim) announced that the blockchain-based appointment letters recently issued by the National AI Strategy Committee to some 180 subcommittee and advisory members were issued through broof, the company's blockchain certificate issuance service.

This is the first case of a government committee officially adopting appointment letters in blockchain form, and carries symbolic weight for the digital transformation of public administration and the growth of the technology industry. By issuing blockchain-based digital certificates in place of paper appointment letters, the committee realized a paperless administrative environment and trialed trustworthy public digital certification infrastructure.

broof is a blockchain certificate issuance service developed by PARAMETA. All certificate information is recorded on blockchain, making forgery or alteration impossible and permanent storage possible. Institutions can issue certificates securely without building a separate database, and recipients can view, share, and verify the digital appointment letters issued to them anytime, anywhere. Users can also choose for themselves whether certificate information is disclosed, which has earned the service strong marks for personal data protection.

broof is currently used by major public institutions including the Seoul Metropolitan Government and the Korean National Police Agency, as well as across education, conferences, the arts, and other areas that require certificate issuance.

"These blockchain-based appointment letters are significant as the first attempt at blockchain certification within the public sector by a government committee," said PARAMETA CEO JH Kim. "Through broof and MyID 2.0, PARAMETA will continue to expand trust infrastructure across digital administration and society as a whole."

As the sole provider for K-BTF (the public blockchain trust framework), PARAMETA is the only company in Korea supplying blockchain services to the public sector in SaaS form, through its core service MyID 2.0. MyID 2.0 obtained CSAP certification this past May and, last month, became the first blockchain service registered on the Public Procurement Service's digital marketplace. It has since been applied to Busan Metropolitan City's blockchain-based battery passport platform, and service supply to public institutions is now ramping up in earnest.
