PARAMETA Wins Blockchain-Based Battery Passport Platform Project

  • First deployment of MyID 2.0, the blockchain platform for public institutions… building a Korean data space ahead of EU DPP requirements

August 8, 2025, Seoul — Web3 Enabler PARAMETA (formerly ICONLOOP, CEO JH Kim) announced that it has been selected as a participating company for the blockchain-based battery passport platform project, a core initiative within the 2025 Blockchain Public Sector Focus Program led by the Ministry of Science and ICT and the Korea Internet & Security Agency (KISA).

The project is intended to get ahead of the Digital Product Passport (DPP), which the EU is scheduled to implement from 2027. At its core is recording and managing full lifecycle data for electric vehicle batteries on blockchain — from production through operation, charging, maintenance, reuse, and recycling — to secure trustworthy history information and thereby satisfy DPP requirements. Busan Metropolitan City is the client, EV battery service company PMGROW is the lead contractor, and PARAMETA is responsible for the blockchain technology throughout.

The battery passport platform stores a unique history for each EV battery in the form of a digital certificate — much as a passport is issued to a person — and makes it available for use across industry. The heart of the project is implementing a "data space": a decentralized data environment enabling trust-based data sharing and exchange between producers and consumers, and between manufacturers and buyers. It is a concept the EU has been advancing through initiatives such as GAIA-X and Catena-X.

Building on its core blockchain technology, PARAMETA is combining DID (decentralized identity verification) and PDS (personal data store) to build a Korean data space platform that guarantees both participant identity and data sovereignty.

The project also marks the first deployment of MyID 2.0, the public-sector blockchain infrastructure developed by PARAMETA.

MyID 2.0 is the only blockchain infrastructure dedicated to public institutions developed through KISA's shared blockchain infrastructure program for the public sector, and has a SaaS structure that can be operated without dedicated staff.

Backed by CSAP certification, it can be used safely by public institutions, and it dramatically lowers the barriers to blockchain adoption in the public sector — cutting build costs by up to 90 percent compared with conventional approaches, launching services within a week, and providing continuous security updates.

For this project, Busan consulted with 49 client sites including charging stations, parking facilities, and the city development corporation, along with 15 private companies, to secure data and establish a basis for real-world platform use. The project is expected to become a leading example of government and industry working together to prepare for EU exports and accelerate digital transformation among Korean companies.

"This project will be practical infrastructure for Korean companies preparing to export to the EU," said PARAMETA CEO JH Kim. "Through a blockchain-based data space, we will build a structure in which the private and public sectors can thrive together."

The EU is introducing the DPP scheme in pursuit of carbon neutrality and a circular economy, and plans to make digital recording and sharing of a product's full history — manufacturing, use, repair, recycling — mandatory from 2027. Starting with battery products, the DPP is set to expand gradually to all distributed goods including electronics and clothing, and countries such as the United States and Japan are preparing similar schemes. As a result, digital history management systems are expected to become a core factor in export competitiveness.
