PARAMETA Begins Enhancement of Moiso Gyeongsangbuk-do, the Provincial Public MyData Platform Built on Blockchain DID

July 13, 2023, Seoul — Web3 Enabler PARAMETA (formerly ICONLOOP, CEO JH Kim) announced that, following phase one of the build, it has won phase two of Moiso Gyeongsangbuk-do — the provincial public MyData platform — and is beginning work to enhance the platform.
Moiso Gyeongsangbuk-do is a platform built to enable fast, straightforward use of administrative services by drawing on data held by government agencies and local authorities with the consent of residents, the data subjects. PARAMETA, the sole contractor for the project, developed the platform and launched it to the public earlier this year. In phase one, PARAMETA applied its proprietary blockchain DID (Decentralized Identifier) technology to the issuance of digital provincial resident cards and welfare cards, delivering innovative security and simplicity in identity verification.
Phase two, which PARAMETA will now carry out, aims to expand the administrative services available through the Moiso Gyeongsangbuk-do application, which residents can apply for safely and conveniently using DID. To that end, PARAMETA attended the phase two kickoff meeting alongside some 20 representatives from the province, its cities and counties, and the project team, presenting the services planned for development and discussing the direction of the work.
Since the phase one launch, more than 26,000 residents (11.1 percent of the 235,000 total) have applied for farming and fishing allowances through the Moiso Gyeongsangbuk-do mobile app — safely and easily, without concern over personal data exposure — while administrative efficiency for the responsible local government departments improved substantially. The utility and stability of DID have thus been validated on multiple fronts. Phase two will address the improvements identified during phase one service delivery while making newly identified administrative services, developed through collaboration between departments and municipalities, conveniently available in the app — expanding DID-based services in earnest on a more advanced platform.
New administrative services added in phase two include municipal school uniform subsidies, public job applications, forestry worker qualification applications, and operation of the 119 Child Happiness Care Centers, all to be developed for safe and straightforward application through the Moiso Gyeongsangbuk-do app. The project will also use the blockchain DID-based mobile resident card and QR codes developed in phase one to provide linked services such as discount events for tourists visiting attractions in the province, and will collect visitor data to develop data analysis and utilization models.
Beyond this, the project will enhance Moiso Gyeongsangbuk-do by expanding provincial policy communications and linked services, bringing previously scattered administrative information together in one place so that residents can use administrative services more conveniently.
